Can't use dBpoweramp CD Writer regardless of 32 or 64

What I might be doing wrong? I remove the 64bit and install the 17.1 to no avail. I look thru the forum and some still, after 51.3 to 17.1 are still having this program. Why not write a program to resolve this program. What else can I do?
