Can't get driver to load

I'm kinda new to this, so reall sorry if this is in the wrong forum or anything,

I'm trying to download "WMVCORE.DLL:WMCreateSyncReader", and whenever I search in google I get sent here, so maybe this is where I can find it?

Is this for dBpowerAMP Music Converter or other dBpowerAMP program or for some other program?

You are missing the WMA system codecs, I don't think our stuff gives that message as all WMA installs now include those files.
