Missing OGG.DLL File

I wanted to use the new OggMux 0.9.5.1 program, but when I started the EXE-File, I got the message: Missing OGG.DLL. Does somebody know where I can download this DLL-File ?

OggMux is a program to combine a DivX Video or XviD video with Ogg-Vorbis soundfile.

It will be specific to that application, you won't be able to use dBpowerAMPs, you need to ask someone who knows about that program.
