is there a codec that allows for conversion to midi?

No, sorry, impossible, not just through dBpowerAMP. Just plain impossible.
Midi is not actually an audio file type.
There are programs that can approximate a wav sound and create an approximate rendering in a midi file, wehr eyou define one aprticual rinstruemnt to carry the melody. That's about as good as it can.
Google for Amazing MIDI for instance.
The results are usually quite horrid.
