You will first have to convert your 24-bit/96KHz wave to first a 16-bit/96KHz wav using the PowerPack DSP effect "To 16-bit (Dither)" or something along these lines. Then, you will need to drop the frequency of this output wave to 44.1KHz or 48KHz. THEN you can use the LAME encoder.
I know that LAME won't accept a 24-bit wav, but I am unsure about what frequencies it accepts. Out of curiosity, where did this wav come from?

Or run a DSP effect (to 16 bit dither), the mp3 format is only 16 bit, not 24.
