OS is short for Operating System. Which version of Windows are you using?
You find dMC Configuration by going Start>All Programs>dBpowerAMP Music Converter>Configuration>dMC Configuration. There will be a box in this window near the label Professional Frequency Conversion. This is enabled if this box is checked. It is disabled if the box is unchecked. You also want to check in the upper part of this window to see if the Ogg codec is shown as being installed for reading/decompressing Ogg files and for writing/compressing Ogg files. There will either be a listing in either or both places or there won't be a reference to Ogg at all in one or both parts.
Check these out and tell us what you find.
Finally, if you have recently installed Windows XP Service Pack 2 over a previously installed version of dBpowerAMP Music Converter (dMC) uninstall and reinstall dMC.
Even if you have not installed Service Pack 2 you might want to try this. I am still struck by the fact that either you do have an Ogg file that you are trying to convert or somehow your error message is backward (it is telling you it cannot read an Ogg file not that it cannot convert to one-as a faithful reader of these forums for a few years I can safely say I do not recall such a backwards error message-so perhaps you have a corruption somewhere in dMC which an ininstall/reinstall might fix).
So take your time, try out these suggestions. Let us know what you find out and we will all hope that good things will come to pass for you.
