A quick look shows that the ID Tag is an APEv1 tag, this is not unicode compatible AFAIK, but it could be that a UTF-8 string was written to it (which is not the spec for apev1), what created the ape file?
I'm almost (99%) sure that file was created using dbPowerAmp. (At that time I ripped my whole CD collection to ape, using almost exclusively dbPowerAmp and EAC for a few CDs.) The file was ripped directly from the music CD, the tags data was retrieved from freedb. My understanding is that the freedb record is not unicode but rather is Windows-1251 (which is the normal Russian Windows encoding). Apparently, the conversion (if any) was done by dbPowerAmp.

If you have a copy of an older version of Monkeys Audio (previous one) install that, install the latest FLAC, convert to FLAC, then install latest monkeys and convert back to that. At a push I can provide an older verision link.
