Storage device seen in Windows Explorer, but not by dbPowerAmp or PerfectTunes

Is there a trick to allow these tools to see some of the external storage devices that Windows can see? For example, if I plug in my phone to the Windows 10 computer via USB, I can get it to show up in the Windows Explorer file manager, but it doesn't show up in the PerfectTUNES Add Folder dialog.

The phone is not a normal file system that is why it does not appear as a drive letter. Only items in the top of explorers listing can be used (for example you would not be able to save a word document directly to your iphone, word would not see it).
