I tried to convert it again with the same results, still at 64. The file is on my desktop. I do not have dropbox.Comment

You mentioned that it was only converting one file, multiple files, the test I ask you to do, would show the exact names each file would be given. It is possible to set the naming so that all files are written to the same one file, that is why the overwrite page would show.
For the one file created, right click >> convert to >> set the encoder to [Audio Information] click convert and when it is finished notepad will show, copy and paste the contents here please.Comment

That is likely the answer, your sample rate is low, the kbps is based on a minimum sample rate of 32KHz, that is the mp3 spec, you cannot create a 320kbps at 24khz with any program.
Use the DSP effect Resample, set to 44khz and then you can have 320kbpsComment
