Did you set the sample/frequency to 22050Hz? If you left it at the default of 44100Hz, it would be double the size it would be the other way. Also, I believe that at low-bitrates, you should check the "Force LC AAC" if you player does not support HE AAC.Lt. Data

You have to know what bitrate you're aiming for with your mp4 file. I think the lowest is 48kbps (ABR). This should result in about 100K for your file.
