"Dither" -- is it safe to leave on when bit rate unchanged?

Say I have a 'profile' for transcoding down, using Resample and then Bit Depth.

If I have 24/192 files and want to convert to 24/96 (or 24/48), is it safe to have the 'dither' turned on? Will the software ignore it if it's not actually doing a bit-length conversion?

The manual says,

Apply Dither can be used to dither when reducing the bit depth, such as after volume normalizing (at 32 bit floating point), dither as reduced in the final stage to 16 bit. Triangular dither is the preferred option.

If you are running 24/192 --> 24/96, will noise be added if 'Dither' was turned on, or will this setting be ignored?

Converting 24 bit to 24 bit is lossless, nothing is altered, even if dither is enabled.
