Looking for AAC endoderrs -Nero web site redone

Looks like the links to the http side are no longer valid
used the older ftp link successfully
ALL files show up as applications post 7-zip extraction in Vista 64 bit

That is correct, see the help file for the dBpoweramp mp4 encoder as to where they should be placed.
