How Does An "Upgrade" Work In This Scenario

I am considering purchasing dbpoweramp Music Converter, and from scanning the forum I see that a beta version for R14 is available. I also understand from the FAQ section that free Upgrades are only provided for minor revisions and that there is a fee for a major upgrade. Given that a major upgrade appears to be on the near-term horizon, I am reluctant to purchase R13 now with R14 coming soon. Is there a targeted release date for R14? What type of special pricing consideration, if any, is given to somebody who purchases R13.x now, given the expected release of R14?

R14 is about 6 months away from release.

Will people who register v13.3 now have to pay an additional fee if they want to upgrade to v14 when it's released?
