How to Localize Spoon Installer ?

I already get Spoon Install r8 but I have no idea where exist resources, and how to make locaized version.

I'm korean and I wanna localize this product to korean version.

You would need the source code (from sourceforge) - and some programming know how (as well as Visual C++ v6).
