Real Audio Encoder Release 3

The Real Audio codec has had a major under-the-bonnet make-over. The Real SDK DLL's are now in the dbpoweramp folders (for Win98 compatibility and WinNT/2K/XP non-admin users), the codec uses the new sample rate converter, and I fixed a couple of settings bugs (which meant that the codec refused to work if you didn't change a setting, and one where the bitrate reverted to "28k modem"for all but the first file).

I have also updated the Real Audio Decoding Codec so that it will decode .ram files.
