I know that there is a better codec than speex or wma for speech encoding.
it is the hvxc format that is included in the mp4 specification.
It allows at 2kbs a better sound quality than celp's based codec at 4 or 5kbs.
I have found the sources of encoder and decoder in the mp4 software reference .
this codec is available from 1998 why nobody has included it in a software ?
It is possible to have it in your codec central.
