I tried unsuccessfully in Perfect Tunes to copy the filename so that it was used as the Title name. Why is this not possible?

Because this function has not been written into PerfectTUNES.

It is probably possible in dBpoweramp Music Converter but I am not sure, as I use MP3Tag for this tag manipulation (e.g. filename to Title tag).
