Installer wants restart to fully uninstall old version, but restarting doesn't work

Hi, I'm on Windows 10 and was updating PerfectTUNES to the latest 2024 version.

It stated that I had to uninstall the old one (2023) first, and I agreed. It then came up with a prompt saying it was unable to complete the uninstall tasks and I needed to shut down and power up so the uninstall worked correctly. I did that, and started the installer again, and got the same warning.

After doing this cycle a few more times, I gave up and said YES, please install anyway, and when the install finished, rebooted, uninstalled, and installed again, thinking this might clear the error... but I got the exact same message.

I'd like to have this installed cleanly. Any suggestions as to how to proceed?

FWIW the programs seem to work OK even with the ignoring of the error message... but again, this seems sloppy, at the least.

Run the uninstaller on its own through 'Add or Remove Programs' when it is fully gone, then restart the system and install fresh.
