Which is the best software to record from CD or DVD?

I'm a little confused as to where there is a program here that allows you to record anything from a whole song on CD or as little as a four second quote from a DVD. I have used the basic converters here and enjoyed them but couldn't find info that answered this question.

Any assistance is greatly appreciated!

dBpowerAMP Music Converter will do CDs, it won't do DVDs

so does that mean that there is no program here that will allow me to record justa few seconds from a DVD, you know when there is something rally funny or a famous quote from a movie?

Where could I find such a program? I've read alot but nothig on any website seems to answer the question and I can se that I'm going to end up downloading a million programs and trying them individually.
