changing to 32kbps

I have downloaded the dmc several times and can not change to 32kbps, it just does not give me that option!! Can anyone HELP???

Your trying to encode to mp3, I assume? You should have the option when you pick mp3(Lame). Just drag the slider all the way to the left, then click "Advanced Options", make sure "No Preset" is set and Constant Bitrate is selected.
