    Fraunhofer-Encoder-CLI

This codec is looking for Mp3Enc31.exe witch I do not have and can not locate anywhere on the web. I will be using this for audio books and was said to be better at lower bit rates than lame. I have another program that has the Fraunhofer Encoder but want to keep everything in the family as the other program works when it wants to?

    Thanks in advance

The "Mp3Enc31.exe" is no longer available for purchase. If you do not have it right now, you're out of luck.
I'm guessing that your making audio books for a portable player? Why not try WMA which is better than mp3 at equal bitrates.

I keep seeing this statement on these forums which are made without any proof to back them up. On an earlier thread Spoons stated that you cannot say that one codec is better than the other without test results.

As for wma at low bitrates maybe but not at anything 128 k/bits plus. wma loses poorly to ogg at lower bitrates so if the questionners portable player supports ogg (i-rivers for example) then I would use that.

WMA seems to boost the volume when encoding slightly (perhaps even certain frequencies), so the result is non-golden ears think the encoding sounds better. That said the general population would benefit is they take the results from listening tests, WMA rarely comes out well on those.
