MPEG 3-Layer Option Gone

Hey Guys.

I recently purchased a new computer with XP OS.
When I try to compress the mp3 files to wavs. The option for MPEG-3 LAYER isn't there.

That option for the MPEG file was in the program on my old computer, which has ME OS.

Did I miss a step???
Please advise.
