I upgraded to the latest dbpoweramp and after instal it informed me that the MP3 codec was no longer free. When I went to register to add powerpack it seems I have to pay for the MP3 in with the powerpack. However, I have already paid Fraunhofer for this codec for use in Nero, why should I have to pay again, and where do I go to register the Thomson MP3pro.

There is a lisence fee for each copy of the mp3 encoder. Note that the PowerPack includes a list of enhancements besides just the mp3 encoder.
As for mp3PRO, the mp3pro encoder/decoder for dMC is limited by the Thompson demo player. To encode to other bitrates, you will have to use another program such as Nero or MusicMatch.
Spoon tried to interface with Nero's mp3PRO encoder, but it kept crashing.
