vbr wma option is still not available

When i go into the compression settings for the wma v9.1 codec the vbr option isnt available like it should be; only cbr is. I tried downloading the codec wma v9 and installing it but the vbr option still wont work (I can see it but It wont let me choose it). Whats going on?Please help! thanks!!

Did you install the WMA 9.1 system codecs when you installed the WMA 9.1 dMC codec?
