can't convert to mp3

I downloaded an avi file from the internet. It plays fine, but I can't convert to an mpeg so I can put it on a dvd. I get the message that the sound is in an unknown format.
So.....I used virtualdub to extract the audio. I is in the form of a wav sound file.
Next, I tried to use the dBpowerAMP Music converter to change the wav file to an mp3.
I keep getting the message:
"The CODEC required to decompress 'D:\seth.wav' could not be opened.
ACM Codec Not Installed 'UnKnown 8192'"
I then downloaded several packages that were suppose to have all the codecs needed.
I installed the nimo codec pack. It has an acm codec in it.
No matter what I do, I can't seem to convert the file.

Can anyone help me?
By the way, I can play the avi on windows media player. It plays and sounds fine.
But I can't play the wav file by itself, because I get the same message: unknown format..... need codec.

HELP!!!

I would really like to be able to convert my avi to mpeg.
I need to be able to convert the wav to mp3.
