Those files are just text files containing the links to asf/mp3s, so they cannot be converted by dbPowerAMP.

P.S. It is a good idea to have this function (converting a list of asf/mp3s in an asx/m3u file) in the future versions.

The trouble is that in many instances those meta files refer to actual audio files that are still on the web, not on the pc. They'd have to be downlaoded first. For .asx files they may well be referring to files hosted on a streaming server (mms:// protocol) so there you'd have even more trouble downloading them outright - you need a program like SDP from http://sdp.ppona.com/ .

The .m3u file structure can range from a simple list of audio files, one per line, to a list with several other parameters, over several lines for each entry. For .asx files the structure is even more complex.

Making a progam that can strip out the relevant infromation from those meta files would be pretty complex and quite frankly it's easier to just edit them in Notepad to see what's what. There's not real substitute for a bit of well placed human intervention.
