It actually depends on the format. Use Audacity (free, do a search in the forum for it). Not sure if it can handle .mid files though.

Now making a ringtone depends on what fromat you need and is supported by the phone - if indeed you can even download any from personal sources. For instance for my Sony Ericsson Z200 I can only get ringtones from their site, no information on how to get anything any other way. This from their "tech" staff too :(
