when i pay the fee, does (some of) it go straight to FhG/Thomson as an encoder license?

Yes, some of the registration fee for the PowerPack/Mp3 Encoder goes to Thompson/FhG.

thanks. er, why is Illustrate not listed on Thompson's mp3licensing page as a licensed company?

License fees are collected once yearly $15,000 USD minimum, perhaps they will add it next year, either way I am not bothered it is not listed, any contact I have with them does not leave a good feeling.
