For some reason, I need to convert a 128 kbs mp3 to another 128 kbs mp3 (same bit-rate) - does the quality decrease?

I need to convert a mp3 into a 128kbps 22050 kHz, 8 bit, mono wave file, ive got the 22050 kHz, 8 bit, mono wave part but i can't get the 128kbps. I need it to stream some audio on the web. Also if someone could give me a link to a website that would help troubleshoot with streaming audio, i would greatly appreciate it.Comment

Also, wav cannot go down to 128kbps. You cannot adjust the bitrate of wave files but you can compress them, although it isn't normally recommended.Lt. Data

Why do you want to convert it again? That should be the first question. You only convert if you have to.

I convert music files cuz i have nothin' much to do. I can't spend hours anymore playing Unreal Tournament 2004, cuz that would distract me from doing homework. (Like right now!
) So I just like to convert music files just to see which lossy codec is best.

Start from a losless format and then convert to different other formats. If you start lossy, you just lose more along the way.

Speaking of which, when i convert from WAV > APE > WAV > APE > WAV > APE > WAV > APE just for fun, I won't lose audio quality no matter what, right?
how about with lossys?
