converting bitrates to smaller

I had db poweramp before I formatted and when I just downloaded it ... the bitrate is on 192 ... and I'd like to know how to change it back to 96 that I had before. If someone could possibly help me out I would be ever so grateful. If I can't do this ... then is there another program that allows you to convert bitrates to smaller ones.

To set the bit rate:

Right click on file >> Convert To >> Select Compression

the set the bit rate by clicking on the green bitrate bar.

From Audio CD Input - Select 'Rip Menu' and 'Compression Settings'
