Whenever I convert an mp3 to a wav, the wav is smaller or the same size as the mp3. I use 8000 16 bit Mono. I need it at that setting, But it doesn't work. What am I doing wrong?

When you say it doesn't work, what do you mean?
I was able to convert an mp3 encoded at a 224 vbr to wav 16 bit mono at 8000 kHz.
The resulting file is actually smaller than the mp3 due to the reduction in sampling frequency and the reduction in channels. So my impression is just because the wav file is smaller does not mean there is anything wrong.
If your mp3 to wav, 16 bit mono at 8000 kHz, conversion is failing to convert, check dMC Configuration to make sure that Professional Frequency Conversion is enabled (Start> All Programs> dBpowerAMP Music Converter> Configuration> dMC Configuration).
