This is indeed the source for the dMC MAD decoder.
There may be some circumstances in which this decoder will not work as well as it appears to in some other programs (see thread: http://forum.dbpoweramp.com/showthread.php?t=6075, which deals specifically with "Free Format" mp3 files encoded at 384 kbs from allofmp3.com). The decoder certainly seems to be better at handling atypical mp3 files than the Lame decoder.
