I have tried submited 5 different CDs and got the same problem. I submitted with the most recent non-beta DMC I just downloaded tonight and the version right before. Also, I have tried 2 different ISPs

I believe that what Freedb is saying is that they will not accept submissions which are not utf-8 encoded. dBpowerAMP Music Converter does not yet provide utf-8 compatible encoding (and won't until version 12, according to Spoon, version 11 is currently near the end of its beta stage).
If you want a more definitive answer on this, try the email link provided by Freedb.

That is the problem, the existing entry is UTF-8 you are updating the existing entry with non utf8 - dBpowerAMP is not UTF-8 yet for freedb.

I have had other problems submitting other than the one I posted but I don't have those e-mails any more.

It looks like the ONLY time you would NOT have this problem is when your submission is completely original, if I understand Spoon and the error message correctly.
