Can't figure out why come conversions go at 3.0 x spped and the next at 0.3 speed. What determines this? If it is going to do it at 0.3 it would be faster to just rerecord it as that would be 1.0 x

Are both conversions converting from the same formats to the same formats? (i.e. WAV to mp3 for both).
If not, it's due to the fact that codecs run at different speeds.
If they are, then it may be slowing down as a result of what your currently running in the background or just the computer deciding to slow down for a brief amount of time. Also, are you converting the same file both times? If not, it may be due to some peculiarity in the file that results in a slower conversion, like a different frequency or something like that.
Otherwise, I don't know. See what the "pros" say. -

Differences in ripping/conversion speed may be related to the factors mentionned above.
In addition, if you have Professional Frequency Conversion enabled, this will slow down conversions. It will often be the case that conversions will procede more slowly the more your output file is compressed. Differences (between the original files and output files) in such factors as bit setting, bitrates, frequency and number of channels will often act to slow down conversion speed as well.
Having said all this, I do think that a conversion occuring at .3x RealTime is going pretty slowly. What version of dB Music Converter (dMC) are you running? What are the settings and formats for the files you are trying to convert and what are the settings and formats for the files you are trying to create? And what are your other settings for the factors Wayne mentionned above?Comment
