My question is very simple. How do I convert mp3s that are on my computer to mp4s on my computer?

Download and install the Music Converter (dMC) and the codecs for mp4 from Codec Central and use dMC to convert. For the time being dMC still includes the mp3 codec, so you should be ok. Soon dMC will no longer include the mp3 codec due to patent problems, and at that time it will be necessary to install PowerPack which will also include that in the price. I wouldn't convert mp3 to mp4, because the quality has already been lost for mp3 converting to mp4 will only loose more quality - rip again from CD.Comment
