    low freq+bit causes bad output

    attention dBpowerAMP,
i tried to convert 11k pcm wav to 11k mp3 but the output was high pitched and distorted. it seems like there's a problem here.

Do you mean your original wav file has a frequency of 11KHz?

What is the outcome if you try converting first to a 44.1KHz wav and then to an mp3?

I take it you were converting an 11khz wav to an 11 khz mp3 file. What bitrate were you using for mp3?
