    .wma bite rate reduction distortion

Of more than 29 gigs stored on my hard drive, 80% are at 128kps constant bite rate in .wma files.
Using dBpowerAMP Music Converter to lower any 128kps .wma file bit rate to about ....???.... well, anything good for a 128 meg MOVO, sound vary bad, kind of a pumping sound. Converting .mp3 or .cda files to .wma files using dBpowerAMP Music Converter works fine, As does converting .wma to .wma files using WMP9's "Copy to CD or Device" function.
This occurs on each of the three computers I've tried it on.
I would REALLY prefer using dbpoweramp's interface for this task but cannot because of the results I get starting with .wma files prevents .......?. Any help correcting this flaw would be greatly appreciated, as would any tips on this or other software for ripping, converting or tagging .mp3 & .wma files.
    THANKS

Also when re-ripping, you can try a 30 day free trial of the PowerPack which will enable the 2-pass function for WMA encoding & VBR. This also helps reduce distortion at low bit rates.
