How to detect a re-encoded or transcoded file?

When I receive files that have been created with an inferior encoder (like Xing) I usually try to educate others, and recommend that they use dBpowerAMP.
However, I often wonder whether subsequent files may have been re-encoded/transcoded from another lossy file rather than from the original source.
If I have 2 .mp3 samples of the same song (for ex. an Xing encode and a Lame encode) is there a way to tell whether the second file was simply re-encoded from the first, rather than from a lossless source? Can I use a tool (perhaps Cool Edit Pro) to perform some type of waveform or frequency analysis that would confirm whether one lossy file was created from another?
    Thanks for your help.
