Can You Convert to M4B?

I like to rip down MP3 audiobooks to a lower bit rate, to save space. I find 16kbps is perfect for audiobooks.
Is it possible to rip M4B files back to M4B? I guess I am asking if there is an M4B Encoder.

The encoder is included as part of the Reference version of dBpowerAMP.

I have a license to the Reference Version. I am currently using 16.6 and plan to upgrade. I just wanted to check.
Which encoder is used? Can I do it on 16.6?

It was standard with R17 and newer.
