Converting to .ogg fails at freq <44100

Hi, I successfully converted a couple of mp3 files that I have
to ogg at 44Khz using various bitrates. However, when I try
to convert at lower freq ( I need at most 16K for oggplayer
in my phone) Dbpoweramp complains that required codec is not
found - I downloaded ogg codec straight from your download
    page.
    Please help!
    Thanks,
    -Jeff

Try converting to Wave 16KHz then to Ogg.

I don't know why it should have worked, but it did.
      Thank you!
