converting a wav loop to mp3 puts blank space on loop

Does anyone know of a program or method of converting a perfectly loopable wav to mp3. Since when I do it in Sound forge or Cubase SX using the Lame MP3 encoder, the resulting mp3 loop has about 30ms of silence appended to the start which I cannot get rid of!
