Lame mp3 forced stereo

Does forced stereo have a affect on quality? wasn't sure if it is normal stereo

Ideally mp3 works on joint stereo, this allows the bitrate to be used more efficiently. Joint stereo got a bad name early on in mp3 development because it was not as good as it is these days.
