You should use the DSPs in this order:
Resample (to 44KHz)
Set Bit Depth (to 16 bit, dithered)
This preserves as much quality as possible in 16 bitComment

Upsampling will never increase the quality of a signal. Downsampling will reduce the quality of a signal in most cases.
