Loosing Quality from conversion low to high

My files lose quelity when I changed to low bitrate ex. From 192 to 32 o.k. but if I want to back 32 to 192 the file always never will be the same WHY? LOSE QUALITY? What can I do?

when going from higher compression to a lower compression quality is removed for the track to make it a smaller file. you can't put back what was taken out.
