DSP Effects (Volume Normalize)

If I turn on this effect when converting wav to mp3, will it be applied to a wav file that will then be converted to mp3 or it will be applied to converted mp3?

And do I need to install DSP Effects R11, if I use dMc 14.2, to update this effect?

It is applied to the mp3 only (whilst converting). The source file is never touched.
