Wav to MP3 will not convert

No matter what I do I am unable to convert wav to MP3.
I have a registered Version and have downloaded the power pack but am still unable to convert Wav to MP3. It works fine converting MP3 to wav?????. Can anyone help.
I have windows Xp
and have downloaded dMCr 10 plus the power pack

The Error messege I get is this:
The CODEC required to compress (name) mp3' could not be opened.

Try different mp3 Bitrate, or Frequency.
