Converting VBR to CBR?

Hi all, Im new here, and need help in deciding whether to convert a collection of tunes I have from VBR to CBR320. Most of the VBRs are at 455kbps MP3, So would re-encoding them using Audacity or dbpoweramp from VBR to CBR cause any loss in quality? And which program is better for the job?
Or should I leave them as they are?

Re-encoding mp3 will lose quality.
