Need To Convert Flash MP3's To HTML 5 MP3's - Which Do I Buy?

I have lots of MP3 recordings I exported from an older version of Camtasia when it was Flash based. Those MP3's no longer play on desktops or laptops with Chrome and they need to. I have to convert the MP3 files to something compatible with html 5 for Chrome to play the MP3's on desktops/laptops. I was told by an audio person that dbpoweramp recoded their MP3's so that they now play with Chrome, but they did not say what dbpoweramp program to buy.

Is MP3 Converter what I need to buy? Thanks for your help.
