R15.3 FDKaac 7.1 folding down to 5.1

When converting a 7.1 flac file to fdkaac VBR5, it automatically folds down to 5.1. When I use foobar2000, using the exact same encoder, it works just fine. What's going on?

I have tried the latest compiled FDKAAC and it cannot write 7.1
