VBR WMA quality settings

Why is it that I can only choose between quality 10-98, but not what bitrate (avarage bitrate, max bitrate etc.) I want to encode in? I have no idea what those quality numbers are. I saw some posts here that descibe that you can set the bitrate instead, how is that possible?

Also I can't check 2 Pass checkbox, why?

Microsoft have designed it that way, it is free floating with no average or maximum.

To check the 2 pass checkbox, the Power Pack needs to be installed.

Hmmm, I remember I found some bitrate settings in Windows Media Encoder for VBR.
